This problem could turn out to be something quite bizzare:

I know this sounds strange but I read in another thread that pushing down on the keyboard or twisting the unit slightly will get it to boot. I had the same frustrating systems. After disassembling the unit, reseating the CPU and reassembling. Nothing worked. Read about 'pushing and 'twisting and it worked! At this point give it a try, after all the machine is dead, can't hurt it! It must be sound strange quirk in the Latitude!
